To foil weathercocking

To control weathercocking, would it make sense to mount a very small high-aspect ratio airfoil on the bow, in lieu of a rudder? This foil or tiny sail would have control lines, like a rudder.
Has anyone tried this? Just curious.
In theory, it might be superior to rudder in some regards. A rudder creates drag, the foil wouldn't (in fact, would create a little forward thrust). Rudders foul or hit bottom, this wouldn't. Rudders may require through-hull holes, this wouldn't.
