Removing epoxy from sheer

When fiberglassing the hull, excess epoxy ran down onto the sheer clamps and above the lip of the side panels. Thus, planing the sheer clamp with a block plane is impossible due to the dried epoxy (bumps, runs). I have a dremel tool, belt sander, rotary sander, and block plane. What is the most effective way to remove the glue and proceed with planing the sheer clamps?
