Having just finished attaching the deck on the MC 16.5 --

I also strapped the deck down over the bulkhead, however, ended up with a serious gap between bulkhead and deck. Perhaps the strap was too tight, but i was thinking, since the deck extends past the sides, the strap was pulling down on the edges and caused a sharper radius. Since we have to do this same process on my brothers boat, I'm going to try placing some blocks against the hull (thicker than the overlap) so the strap is pulled out and away by the blocks, perhaps that will keep the deck tight to the bulkhead.
