Trouble with rudder

I wonder if anyone has any suggestions for how I might improve my sailrig rudder. I built the rudder according to the sailrig plans, but used eyebolts screwed into the wood (pine covered over with fiberglass). I think the wood choice was wrong because one of the eyebolts split out the wood and fiberglass covering today in a ten knot breeze.
I am thinking of using gudgeons and pintles now combined with a rudder cheek made out of a stronger wood. Would oak or some other hardwood be the best choice for the rudder cheek?
