Scarf and joint questions

I am building a boom for a Northeaster Dory using clear pine. I have joined and clamped two lengthwise halfs together using thickened epoxy. The joint seems good. I have also scarfed (8 to 1) a similar epoxy-joined piece to get to the required length and somewhat beyond.

Questions:

Should the boom be rigged so the epoxied joint points up, perpendicular to the waterline, or parallel to it)?

Should the boom blank be trimmed so that the scarf is nearer an end or more toward the center? Or does it matter?
