I would test the kayak with the rudder up and adding far aft ballast until the kayak is wind neutral (no weathercocking). If you like how the boat handles with just ballast you might consider moving the cockpit and eliminating the use of the rudder. The easiest way to add test ballast is to put a water bag under the far rear bungee.
