repairing deep scratches

I have a two-year old varnished Chesapeake 17 that has accumulated an number of fairly deep scratches on the bottom and sides. I plan to repair these but I'm not sure if I should try to sand them out completely and then revarnish the area, or if I should consider using a filler of some type and then varnish. I'd appreciate any suggestions from those that have dealt with this problems. Thanks.
