Simply put, use the scraper to clean up any stray or frayed threads from the overhanging deck glass cloth. Also, the scraper will smooth or blend the overlap of the deck cloth on the hull cloth so that the transition is seamless to the eye.

You can do the same thing by sanding, but the scraper is much more effective. Just go slow and easy, and it should end up looking like this.
