fairing deck hull glass

Browsing the threads I see lots of suggestions to use a scraper to fair the deck glass into the hull.

Can someone explain what that means? Does the scraper go half on the hull glass and half on the new glass to make a smooth join? Wont it scrape the hull?

A description would be helpful -
