Wade,
I setup my CLC17 this way. It works pretty well, the biggest down side is that it is a little difficult to attach the bungie to the bottom of the hatch cover. I have not used it that much so it should become a little easier with more practice.
My approach was the following:
1. I attached a pair of hollowed out 1/2 round pieces of oak on each side of the hatch opening about 6 inches down. 2. On the hatch cover beams I cut out a slot on each end just wide enough for 1/4 inch bungie to fit through. 3. Then its a matter of trial and error on determining the correct lenght of bungie cord.
The results look good, with not straps on top of the hatch. I remove the hatch covers during transport since I am not completely confident in their holding power. Also have not had them on long enough to determine how water tight. I don't think either of these will be issues based on the amount of effort required to open the hatch when the bungies are attached.
