Not sure if this is it, but make sure you feed the webbing through the buckles right, doing it wrong will allow slipage. Also, when I do my hatches, I adjust the buckles so that when I go to snap them together, they fall just short of snapping when I pull them together. I make it so I have to line them up, then pull them together with 2 hands. I make it so I have to pull pretty hard on at least 2 of the 3 straps. Also, check the camber of your hatch covers against the camber of the deck. The foam weatherstipping will help fill in a bit of a difference, but I remade one of my hatches, (the smaller one on the ches 18) because it was too far off, and didn't make a complete seal. You can look around the edge and see if its touching all the way around when you put it on.

Not sure if that will help, maybe there is a stretching issue. Mine never stretched though, and i just used the webbing that came with the kit.
