Actchully you don't need velcro if you've got hip plates going from under the deck to the hull bottom panels. Cut the kayak seat about an inch wider than the hip plates and cut slots to barely fit between the hip plates. If it's tight the seat will stay in place, can be lifted straight up an inch (airdry), but require some effort to pry/twist out of the cockpit. If rolling is in the picture with some spare room for the spare tire you can install adjustable hip pads (Salamander or similar) on the hip plates that will jam the seat down.
Velcro,water,sand don't seem to stick together for long. I would keep re-gluing the velro and it would keep coming off the epoxy or the minicell after a couple years use.
