Steve, I've done a wash of soap and water over sanded epoxy, then a rinse of vinegar. Not strictly necessary with MAS epoxy, but a nice insurance policy. I then painted the boat with Interlux Marine Enamel right over the Epoxy. No primer used. Never had a problem, other than some touch up now and then.
