Fillets

This is my first kayak. My fillets slumped while curing. I have an accumulation of filler towards the bottom of the vertical seams (i.e. the bulkheads, stern and bow). First question: why did this happen? Second question: What is the best way of removing this excess? It's in a corner so filing or sanding is difficult. (Also there is a lot I think needs removing.)
