We've done CLC's rudders that way for 15 years. We've tried every sort of bracket and mounting scheme you can imagine, and nothing seems to beat the KISS-principle top mount scheme.

With a solid epoxy endpour, it's always strong enough. We use a retaining screw to prevent the rudder from coming off if the boat is rolled over, though in practice if the hole is sized right friction seems to prevent the rudders coming out. I use the rudder head as a grab handle sometimes while carrying doubles.
