On our Passagemaker Dinghy, we put the towing eye near the bottom of the forward transom, but unlike the EPP there is no problem with it penetrating the forward air chamber there. On an EPP, you might have to settle for either a higher position or having the hardware penetrate the air chamber. However, it seems to me you'd want the hardware to mount through the transom doubler, which argues for the higher position.
