"Finishing" Question

Well, I finished up the "construction" portion of my CH16 today by gluing / nailing the rubrails onto the boat. Now I get to start sanding everything to get it smooth and level.

Now here's the question -- as I'm sanding to get rid of the high spots and smooth out the low spots, what should I do if I expose some of the weave of the cloth (very little, as I'm wet sanding with 400 grit) -- do I need to recoat with epoxy, or can I simply varnish over those spots?
