"scarf to length" means to make a mast from available, but too-short pieces, by scarf-joining them. "12/1 ratio" means that the angle for the scarf joint is cut by measuring 12 times the thickness of the board. For example, to make a 12 to one scarf joint in 1.5" lumber, such as a "2X4" laid flat, one makes the scarf cut 12 * 1.5" = 18 inches long.
