Waterfowlers have used kayaks and canoes effectively in shallow water to haul decoys and then used for layout blinds. I cannot picture one being too safe in winter loaded with decoys and gear shooting in icy deep water. A lot of hunters have died in more stable boats from overturning in icey water. But hey the orginators hunted bigger prey from them in cold conditions. And waterfowlers are not known for having good sense.
