Rick,

This has worked for me on two kayaks. Whether it is proper is up for debate.

I draw a line where the bottom of the rail will go. Using all the little wood pads I made when gluing on my coaming etc. (1 1/2" by 1 1/2" by 1/4" thick approx), I hot glue them along the bottom of the line about every foot or so. (Just the meerest dab of glue will suffice). This gives the rail something to sit on while the thickened epoxy cures. I use just a bit of masking tape to hold the rails in place at the erge on the deck.

I'm sure there are probably better ways - but this has worked for moi.
