She could try acetone or lacquer thinner with steel wool, and it might work better than the vinegar or the scraping and heat. But I would not recommend anyone using these solvents in this fashion without training in selection and use of solvent-resistant gloves and full-face respirators, particularly a woman of child-bearing age. And the work should be done outdoors away from flame sources.

Where I work as an environmental scientist, we don't use half-face respirators ever, only full- face to avoid the eye exposure pathway and improve splash protection.

If it were me, or my dear wife, I'd use vinegar, heat and a scraper.
