bungee hardware

I am very close to finishing a cape charles 18 the precursor to todays models. I was silly to not check this forum for every question .Without a good shop the building has been a struggle. Anyway what is the correct hardware to use to fasten the bungee tiedowns to the deck? Also I am 2 coats of interlux schooner into finishing the kayak Bright. I have been using 220 wet dry (WET) between coats and then using 333 brushing liquid and solvent . anybody have problems with that method?
