I'm nowhere near an expert or even experienced opinion, but I will say that LeeG has recommended several times that putting your backband further forward (as in several inches in front of the coaming) is better for producing a proper layback position for rolling.
As for cleaning the boat after wet sanding, water should be sufficient, but certainly a mild soapy water will do the trick. There should be no need for any laquer thinner.
