Try some light sanding. If not, a mild solution of oxalic acid may do the trick, but it may also leave the panel lighter than the others. If it's really dark staining, you may want to paint which, IMHO, is a much more servicable finish for the hull anyway. You'll still have the lovely deck grain to enjoy.
