Does anyone know if the pocket ship when home built meets the US Coast Guard manufacturers safety requirements for construction?

Can the Pocket Ship be built without the centerboard? I was wondering if this would be okay as sailing one would be in the west coast of Florida in the Gulf of Mexico.

No needs board for stability and reduce slip. Without it and about all you could do is a run or very broad reach
