Mike,
Howard is spot on.
I will only add to use a sanding block with the 220 grit vs a ROS. Call it the final fairing.
Any kind of primer is not needed for the paint to adhere. Paint and epoxy love each other.
IMHO, soft hi-build primer is like the body putty you put on a battered car so you can repaint, and sell it. Looks good for a while but trouble down the road.
Keep it as thin as possible (Lo-build?)
That said, enjoy your creation.
