Recommendations for Refinishing Inside of Canoe

I am planning on refinishing a cedar strip canoe I built a little over 20years ago and am looking for some suggestions on refinishing the inside.

When I originally built the canoe I seem to remember only using one or two coats of expoxy resin on the inside which left a rough surface with the texture of the fiberglass cloth showing through. The existing varnish is starting to peel off in areas on the inside and is in need of replacement. The question I have is how best to remove the varnish that will not easily peel off?

I can sand it, but I am not sure how quickly I will get into the fiberglass cloth since the texture of the cloth shows through the epoxy. I used additional coats of resin on the outside of the canoe and the varnish has held up much better and will be easier to recoat.
