Rice paper decals

A couple of years or so ago there were some postings about creating decals using rice paper and a copy machine. As I remember, when the rice paper is wetted out it disappears, and only the image is visible. I don't remember whether the paper needs to be applied under fiberglas, or if it can be affixed on top and either be wetted out with epoxy or varnish.. I'd appreciate any advice anyone has on the subject.
