I usually recommend that the holes be drilled about 50% larger than the hole required. Or you can drill close to the size and then use a Q-tip to get some epoxy in there and seal the edges. I would not rely on silicone alone. If water does manage to get in there, your wood will discolour and you will not be able to get rid of the stain.
