Deck Rigging Screw Holes

I recall reading that it was advised to predrill the screw holes for the deck rigging and hatch cover straps larger than necessary, fill with epoxy, and then redrill for the screws after hardening. This was to ensure no water/moisture seepage could get into the deck or shear clamp wood from around the screws if they were not properly sealed up with 100% silicone etc.. My question is what diameter should the holes be drilled out for to give enough epoxy filler to hold the screws well? 1/4"? I assume you drill a little deeper than the end of the screw too to ensure epoxy covers the bottom of the hole as well?
