Roger- Not any help with your paint removal but what we do for any bilge areas at our workshop is to paint light grey and then tint a bit of the same paint to a darker grey then "fleck" it over the whole bilge area.While I do all this with spray gear it can easily be done with a brush. You will amazed how good a "rough" area can end up looking.
