I put the pad eyes on my MC 16.5 and got three of the four screws in the sheer clamps on both ends. I put a 3/8" plywood doubler in that area before I installed the deck. If you put the screws in the pad eyes and look at them you'll see that the unthreaded part of the shank will go through the deck.
