pad eye intallation mc 16

Do pad eyes need to be screwed into an endpour? Will the sheer clamps be sufficient to hold them? I did an end pour in the front of my mc16.5 but I dont think it really filled up to the top of the sheer clamps. I am opting out of another end pur in back because it seems very strong back there and the darn process is well...it also adds weight and uses up a lot of epoxy.
