A rudder is usually added after the construction of the kayak and only requires that a few holes be drilled and sealed. I've found this to be the case with a manufactured kayak that I fitted with a rudder and also with the kayak that I built for my wife.
I built a WR18 about a year ago and planned on installing a rudder but haven't gotten around to it yet because I've been paddling in sheltered waters.
I think you can just as well mount the rudder after construction is complete.
