Aaron,
Try wet sanding with 320 or 400 grit. Dry sanding creates heat - heat softens the new varnish and it rolls. It also clogs your paper very quickly. I can wet sand a whole 19 foot kayak hull with 1/3 of a sheet on an automotive wet sanding block, and no clogs. Make sure to thoroughy rinse with clear water and dry with a lint free towel prior to recoating. Try to apply your varnish in really thin coats. They should dry properly in 24 hrs.
