I've got to agree with Frank about the minimal impact on mileage. Long narrow streamlined boats will slice through the air as cleanly as through the water. You could make some fairings to smooth the transitions between boats and racks and probably not see any difference at all.

As far as the road rash, what you're going to get on the freeways (as long as you don't actually have a wreck) is going to be nowhere near as bad as the first time you beach on a rocky shore. Just be really careful of drive-throughs and motel balconies.
