drills and paints

Ok, I'm a novice and the "#8 Fuller bit set to 1 1/2" for countersink" reads a little rought to me. I analyzed this online and I think I know what I need, but I'm sure not buying the $70 bit set for two holes.... Any advice.

Next question. My epoxy job on the cockpit leaves much to be desired. I worked out all the kinks and the hull looks great. In order to mask my cockpit shortcomings I'm going to paint it white. Would you recommend primer? How many coats?
