SW Hatch Rims???

I've got hatches cut out and the sill and spacer installed. Before I glue on the rims I'm curious as to what their function is? Is it to keep what little water gets around the gasket from leaking into the boat or as a spacer to offset the depth of the spacer glued to the sill?

With the rims installed the gasket area (width between the outside of rim and deck) is only 1/4" to 3/8". Is the gasket supposed to be cut to fit between the rim and deck? I plan on using internal bungies (moby latches, time permitting) as described in the SW hybrid instructions, and CLC said they successfully nixed the rim and attached the seal to the sill. That seems just as well to me. Has anyone else skipped the rim?
