Varnish is pesky stuff, not good at hiding imperfections in the underlying surface. It tends to emphasize them if anything. So sand it smooth. You'll know it's done when your sander (or sanding block) leaves an all-over flat finish with no shiny bits. This CLC shop tips page has some good info on sanding and varnishing.
