Surfboards seem to have a similar problem to some kayaks, in that the deck needs to have rocker and also camber. This requires double curvature which is hard to do with plywood. You could probably 'persuade' plywood to do it, but only if it's thin. 6mm might be too thick. Doing a strip deck is another option, which won't restrict you on shape, and will weigh about the same.
