ok,,so you haven't driven it. Go drive it. You shouldn't have to have the bow/stern lines too tight, they're back up, not primary tie downs. Tight enough to not flutter.

If it's truly wobbly then get the aftermarket racks. The boat won't fly off the rack if it's tied down. The rack would have to come apart. The kayak shouldn't move in the supports but some flexing is possible in the factory rack.
