I buy the Mirka brand ROS disks. Made in Finland and very top quality. They can even be used for wet sanding. Should be under $20 per box of 100. Sand paper varies a lot with the adhesive used and the grit used. Some cheap paper is not worth the time to even try sanding with it. Stick with a good brand. It need not be expensive at all.
