Varnish

So I finished the boat, sanded it smooth, put first coat of z-soar flagship on it was beautiful. Light sanding( 320 grit) 2nd coat Ok,repat,third coat bad, fourth coat terrible getting worse. I can not get it to be flat. I keep ending up with what looks like the texture of an orange.I have tried sanding with finer material( scotch-bright) It always looks flat and smooth when sanded always textured when done. Is it me? Has anyone else had this problem?
