In addition to the lacquer thinner suggestion, I've always had great results wet sanding with 220. Sometimes contamination can get smeared around with the solvent rag if it's not turned frequently. I use a bucket of warm water with about two drops of dish soap in it. I sand the whole hull with a soft foam rubber block (auto parts store) and good quality wet sanding paper. When done I rinse it again with fresh water, and let it dry in the sun. Well, it is southern California after all.
