Interlux Pre - Koat

I have a question about the Interlux Pre - Koat. My son and I are wanting to paint the hull of his kayak that we just finished building. We put a coat of Pre - Koat on yesterday morning and went to sand today and had a difficult job of sanding. Did we put it on too heavy. It looked like the boat had a white hull yesterday morning when we finished. The boat was left to dry in a warm area for more than 24 hours. Any advice would be great. Please email me directly.
