deck rigging

I'm getting ready to do the deck rigging on my 16 LT and wonder if the 3 straps over the fore hatch are needed. Will just 2 work? Also, do you put silicon on the screws used to attached the webbing to the deck? Could have a launch this weekend.

ps: what are cable clamps as referred to in the manual?
