I built my MC13 from those plans, and used a piece of "1/4 luan for that panel to save $$. have you paddled one yet ? the MC13 is a pretty light boat. if I were trying to save some weight I would concentrate on keeping the fillets to absolute minimum. I think some builders have tried to make less freeboard by taking an inch or so off the sheer. you could save some lbs. by skipping the wood seat and it's rails and use a minicell seat.
