I was hoping you would say 20 minutes. As epoxy cures it can generate a waxey coating called "amin blush". If you apply one wet coat on another the amin blush" doesn't have enough time to come to the surface. If you dilly-dally and the stuff appears you must wash it off with water and a suitable scubber. If amin blush appears the coatings of epoxy can't cross-link. It only happened to me once and the peeling didn't occur for many months. I can't say for certain that this is your problem but it seems to fit. Repeat after me; wet on wet, wet on wet, wet on wet. Charlie
