cockpit coaming &rim

My manual states that the buildup process for the cockpit coaming is four layers. I have twelve halves of coaming and three rims (Chessie triple). That works out to two layers. Am I misinterpreting something, misreading the text? I would expect that two layers of buildup would be sufficient to accept the bungee of the spray skirt. Certainly there seems to be no need to buildup greater than that needed to accept the bungee of the skirt. Also, how are builders starting the cut if they intend in having flush hatches, razor knife, bonsai saw, ??? Thanks Terry.
