Turning 180 degrees around a bouy involves both turning and braking action, so my preference is to lean to the INSIDE of the turn and pivot around the paddle planted firmly in the water. It produces a small radius turn and often achieves most of a 180 degree turn with that one pivot and a strong lean.

If you didn't want braking, of course leaning to the outside gives tighter radius.
